iPhone/iPod Touch 1.1.4 Firmware Update Contains Additional International Support Code

When Apple released its version 1.1.4 update for its iPhone and iPod touch handsets yesterday, the only description as to what was new was the phrase "bug fixes".

According to Mac news site Macitynethas, the new update contains software packages designed to support the iPhone via T-Mobile in Australia and O2 in Ireland.

Although the iPhone has yet to be publicly released in either country and an announcement has yet to be made as to which wireless provider will carry the iPhone in Ireland, this does fuel speculation.

T-Mobile Austria product development chief Hamid Akhavan has gone on record to promise the iPhone will be made available in Austria by summer on his network.

I am in Australia - I don't think that T-Mobile exist here. they might do in Austria - like you mention later in the article. I think you may find some 10,000km or more difference in the two.
