Transportation Security Administration to Allow Notebooks in Approved Luggage

The Transportation Security Administration (the same gaggle of geniuses who thought a MacBook Air might be a weapon) has announced that it will allow notebook computers onto airplanes provided the notebooks are in approved/"checkpoint friendly" bags. According to TIME, the policy, which is set to take effect on August 16th, is intended to help streamline X-ray inspection lines.
To qualify as "checkpoint friendly", the bag must have a designated laptop-only section that unfolds to lie flat on the X-ray machine and contains no metal snaps, zippers, buckles or pockets.

I'm confused are they saying that any laptop not in such bag will no longer be allowed on planes? Can anybody tell me if this applies to International travel?

This is a mis-reporting of the original story; rather sloppy, really. The story here is that laptops will be allowed through security lines WITHOUT having to take your laptop out of its bag, provided that you use one of the new TSA-approved bags that don't interfere with scanners. The story has NOTHING to do with laptops being barred altogether.
