DivX Player is actually free... the 19.99 is optional, if a user wants to upgrade and get Pro codec features in the DivX Converter. The DivX Player has always been free. Also, this update includes the DivX Plus Web Player, which is what lets you stream MKV and DivX video files through Safari or Firefox.
